The concept of “Belorusneft” Production Association’s strategic development for 2007–2015 stipulates the implementation of multiple investment projects. The expenditures connected with their realization shall be provided from the Association’s own funds, other financing sources.
Project 1. Slowing down the rate of oil production decrease.
The major investment target regarding this project is the program of searching, prospecting and exploring oil and gas fields on the territory of “Belorusneft” activities. Its implementation shall allow to maximize the slowdown of the oil production decrease rate and keep the annual extent of oil production at the set level. The investments into field development are stable and ensure the profit-making operations of the entire Association.
The project realization requires drilling of 275 wells including 229 production wells; fulfillment of geological and engineering activities in the amount of 1526 rig-ups including restoration of 155 wells using the method of drilling the second well bores; carrying-out the works in relation to hydraulic and hydrochloric-acid reservoir fractures in the amount of 394 rig-ups.
Project 2. Upgrading gas processing operations.
The project’s target is to increase the output rate of Belarus Gas Processing Plant’s finished product. The product (liquefied hydrocarbon gas) is intended for the provision of Belarus home market and export needs.
In 2009 the construction of commodity base No.2 and the corresponding infrastructure was completed at Belarus Gas Processing Plant in order to raise the operational efficiency of the existing gas processing scheme, enhance the productiveness of the gas-fractionation plant for reprocessing the imported hydrocarbon material.
The reconstruction of the gas compression plant is scheduled for the period of 2010–2015 to enhance the level of the equipment industrial safety and improving the environmental situation near Belarus Gas Processing Plant. It is also planned to build commodity base No.3 that shall allow to create the backup stock of raw materials and finished products.
Owing to the investment project implementation, which presupposes the upgrade and technical retooling of gas processing operations, the volume of the outresourced raw materials can be increased up to 240 000 tones per year by 2015.
Project 3. Decrease of the energy component in the product self-cost.
The realization of “Construction of a cogeneration process plant at “Ostashkovichi” central facilities site. First start-up complex” project was completed in December 2009. The plant with the capacity of 6 MW and thermal output of 5.8 Gcal/h operating using the local fuel types (associated petroleum gas) ensures the production of the energy resources required for the enterprise’s process needs. This is the second object of own power generation. The first one – associated petroleum gas cogeneration plant – was put into operation in 2006.
The completion of “Construction of a cogeneration process plant at “Ostashkovichi” central facilities site. Second start-up complex”, “Upgrade of the associated petroleum gas cogeneration plant using trigeneration technologies. First start-up complex” investment projects is scheduled for 2010.
The implementation of “Construction of a cogeneration process plant on the territory of “Davydovka” oil gathering facility, NGDU “Rechitsaneft” and “Upgrade of the associated petroleum gas cogeneration plant using trigeneration technologies. Second start-up complex” projects is scheduled for the period of 2011–2015.
Project 4. Implementation of the state program for the construction and upgrade of petrol and gas filling stations network, bulk plant objects.
In accordance with this program, in 2009 the petroleum supply enterprises of “Belorusneft” State Production Association commissioned new filling-stations (8) and modular filling-stations (12), reconstructed 22 filling-stations. Eventually, by early 2010 the network of “Belorusneft” filling-stations has been featuring 458 refueling complexes, where 158 of them sell the liquefied automobile gas produced at Belarus Gas Processing Plant.
The plans for 2010 stipulate building and reconstructing about 40 of the entities for retail sales of oil-products and commissioning 28 gas filling modules at the existing filling-stations.
In 2009 under “Model for the perspective development of “Belorusneft” Production Association’s bulk plants by 2015” project an oil-products storage depot in Mozyr was put into operation after reconstruction works. It features the totally automatic operations for acceptance, storing and issuance of oil-products, ensure the European environmental quality standards.
Further implementation of the oil-products storage depots reconstruction project is the priority of “Belorusneft” investment policy for 2010 and forthcoming years and shall be realized in each of the republic’s six regions.
Project 5. Agricultural sector development.
The Production Association’s near-term agricultural sector development shall be provided due to reconstructing facilities of “Belorusneft-Osobino” Republic Unitary Enterprise that is the largest poultry production enterprise in Gomel region. “Belorusneft-Osobino” development program by 2015 covers the reconstruction of the existing poultry production facilities and building new ones, extension of proprietary trade.
The reconstruction shall allow to enhance the volumes of agricultural production and poultry processing, expand the assortment and master the release of the new products that comply with European requirements, increase its export deliveries. The expansion of production facilities shall contribute to the creation of working positions in rural areas.
By 2015 the volumes of poultry production are scheduled to make 29 000 tones and exceed by 1.5 times the achievements of 2009 in the result of the long-term investments development.
