Investment projects

The concept of “Belorusneft” Production Association’s strategic development for 2007–2015 stipulates the implementation of multiple investment projects. The expenditures connected with their realization shall be provided from the Association’s own funds, other financing sources.

Project 1. Slowing down the rate of oil production decrease.

The major investment target regarding this project is the program of searching, prospecting and exploring oil and gas fields on the territory of “Belorusneft” activities. Its implementation shall allow to maximize the slowdown of the oil production decrease rate and keep the annual extent of oil production at the set level. The investments into field development are stable and ensure the profit-making operations of the entire Association.
The project realization requires drilling of 275 wells including 229 production wells; fulfillment of geological and engineering activities in the amount of 1526 rig-ups including restoration of 155 wells using the method of drilling the second well bores; carrying-out the works in relation to hydraulic and hydrochloric-acid reservoir fractures in the amount of 394 rig-ups.

Project 2. Upgrading gas processing operations.

In 2009, to enhance efficiency of the existing gas processing flow and gas fractionation plant production capacity used to process imported hydrocarbon materials the Belarusian Gas Processing Plant constructed commodities and raw materials site No.2, ensuring a support infrastructure as appropriate.
The “BGPZ Overall Reconstruction” project aimed at upgrading production capacities of the gas treatment complex is now under way, with auxiliary processes ensured as required. Implementation of the project will enable to enhance the enterprise’s production capacities, while expanding its product range with certain hydrocarbon fractions (propane, isobutane, normal-butane, isopentane, normal-pentane).
The scope of works comprises reconstruction of the gas fractionation plant, replacement of its accessories and increasing NGL processing capacity from 480 to 765 thou.t a year, re-piping of the equipment at commodities and raw materials site Nos. 1 and 2, boiler room reconstruction, construction of a co-generation power plant.
To provide for quality of works in accordance with EN 589-2008 European standards it is proposed to introduce the absorption fine cleaning technology to remove sulfides from commodity flows. The plant employing the above technology is to be launched into operation in 2014.

Project 3. Decrease of the energy component in the product self-cost.

Investment projects “Construction of a Co-generation Process Unit at Ostashkovichy Central Production Facilities Site (Ostashkovichy SPFS). The 2nd Launch Area” and “Modernization of the Associated Gas TPS with Use of Trigeneration Technologies. The 1st Launch Area” had been completed by 2010.
By January 2012, the project “Construction of a Co-generation Plant at the Premises of Davydovka Oil-Gathering Facility of Rechitsaneft DOGP had also been completed. The plant running on local fuels (associated petroleum gas) provides for power supplies in quantities which are enough to satisfy process consumption needs at the enterprise. This is the third facility of the enterprise’s own power supply system. The first one is the BGPZ TPS running on associated gas, which was launched in 2006, the second one is the cogeneration process unit at Ostashkovichy SPFS, launched in 2009.

Project 4. Implementation of the state program for the construction and upgrade of petrol and gas filling stations network, bulk plant objects.

In 2011, implementing the programme, petroleum products supplying enterprises incorporated into Belorusneft Production Association launched into operation 12 multifuel filling stations and 15 gasoline filling stations, while providing for reconstruction of 15 more filling stations. So, by early 2012, Belorusneft’s network of filling stations comprised 501 fuelling complexes, 205 of those selling liquified vehicle fuel gas produced at the Belarusian Gas Processing Plant. In 2012, it is planned to construct and reconstruct 35 facilities specializing in retail sales of petroleum products.
In 2012, the programme aimed at modernization of tank farm facilities is to continue as specified in the approved Concept of Enterprises Perspective Development. Plans for this year envisage completing reconstruction of 7 tank farms located in Novopolotsk, Grodno, Gomel, Mogilev, Zhlobin, Khoiniky, and Novoyelnya.

Project 5. Agricultural sector development.

The Production Association’s near-term agricultural sector development shall be provided due to reconstructing facilities of “Belorusneft-Osobino” Republic Unitary Enterprise that is the largest poultry production enterprise in Gomel region. “Belorusneft-Osobino” development program by 2015 covers the reconstruction of the existing poultry production facilities and building new ones, extension of proprietary trade.
The reconstruction shall allow to enhance the volumes of agricultural production and poultry processing, expand the assortment and master the release of the new products that comply with European requirements, increase its export deliveries. The expansion of production facilities shall contribute to the creation of working positions in rural areas.

By 2015 the volumes of poultry production are scheduled to make 29 000 tones and exceed by 1.5 times the achievements of 2009 in the result of the long-term investments development.
